Environmental decision for Emilianowo sold

The autumn proceedings concerning the sale of the environmental decision for the construction of the Bydgoszcz-Emilianowo Intermodal Terminal have concluded with its sale. The buyer was a company owned by the City of Bydgoszcz – Bydgoski Park Przemysłowo-Technologiczny (Bydgoszcz Industrial and Technological Park). However, the public was not informed about the acquisition. We have learned of this fact from the Ministry of Agriculture and Rural Development.

Information about the completed transaction appears in the ministry’s response to parliamentary inquiries submitted by MP Agnieszka Kłopotek. The information was provided by the Ministry of Agriculture because the main shareholder in the company Terminal Intermodalny Bydgoszcz-Emilianowo, which is currently being liquidated, is the Krajowy Ośrodek Wsparcia Rolnictwa (National Support Centre for Agriculture), which operates under the ministry. The liquidation of the company began in the autumn of 2024 and has therefore been ongoing for over a year. According to ministry estimates, the process should be completed by the end of the first quarter of this year; however, this is no longer of major significance, as the company has already sold its most crucial asset – the environmental decision.

The environmental decision is valid until July 2029 – construction must begin by that time. Bydgoski Park Przemysłowo-Technologiczny has not expressed interest in building the terminal independently. It is more likely that a new company will be established, in which BPPT will participate, contributing the acquired environmental decision as an in-kind contribution.
